Decree-Law no. 11/2020, of 2 April, created special competitive processes for entry to higher education for holders of dual certification courses in secondary education and specialised artistic courses.

Application rules for public higher education institutions for students who have completed secondary education through vocational training or specialised artistic courses: Ordinance No. 150/2020 of 22 June
Academic Year 2021/2022
People who have successfully completed the following courses can apply for entry to Bachelors and Masters courses:
- Vocational courses
- Apprenticeship courses
- Education and training courses for young people
- Sector-wide courses in the network of schools run by Turismo de Portugal, IP
- Specialised artistic courses
- Vocational training courses under the Youth Integration Programme of the Autonomous Region of the Azores
- Specialised artistic courses at secondary level in the field of music
- Courses taken in European Union Member States that are legally equivalent to Portuguese secondary education, awarding double certification, academic and vocational, and courses awarding level 4 qualifications under the European Qualifications Framework
- Other non-Portuguese courses, legally equivalent to Portuguese secondary education, awarding double certification, academic and vocational
International students are not permitted to register for these tests.
Enrolment in the knowledge assessment test (s) is independent of the application process for access to higher education. Therefore, it is important to keep in mind that:

Those who apply for the tests acquire the right to take them, resulting in a classification

Those who obtain a pass mark will be able to apply for undergraduate courses and integrated master's degrees taught at facilities belonging to the SOUTH and ISLANDS network that open places for this type of special competition
Applicants using this process will be able to apply simultaneously to the National Competition for Access to Higher Education, provided they have taken the national exams for access to this competitive process.

Theoretical or practical tests for assessing knowledge and skills make it possible to assess the ability of holders of dual certification courses in secondary education and specialised artistic courses to enter the cycle of studies to which they apply. These tests have a weighting of 30% in the final ranking.
The tests take place on the same day and at the same time in all institutions of the SOUTH and ISLANDS network.

The test consists of 2 components:
- Portuguese Language and Culture - held by all candidates - 1 hour duration
- Specific Component - to be done by applicants depending on the double certification course/specialised artistic course they have completed and the degree course to which they intend to apply - duration of one hour
The marking scale for each component goes from 0 to 100.
- The final mark is obtained by calculating the overall weighted average, with each component weighted at 50%
Any applicant whose overall mark is less than 100 will be classed as “Fail”.
- After taking the tests, you must submit an application on the DGES website. The date for this has yet to be determined.
Formula use to calculate results of applications:
FM = 0.5 * Coursework + 0.3 * Theoretical exam mark + 0.2 * Final exam mark
Obs.: If you want to apply for a degree that does not appear on this list, you will have to sit the entrance exams required for your desired course in order to be able to apply through the National Competition for Access to Higher Education.
Registration for the tests is done online using the registration form. The documents you will need to upload are:
- Copy of identification document
- Tax Identification Number
- Evidence of completion (or attendance if not yet completed) of the dual certification course in secondary education and specialised artistic courses awarding a level 4 qualification under the National Qualifications Framework.
- Payment of fees to the amount of 25 euros
